Since  his  appointment   as  NFL   Commissioner   on  the    1st  September ,   Roger  Goodell   has   slipped   into    Paul  Tagliabue's  seat     without   much   fuss  or  consternation.    But  it  would  appear  that   there   are    some   dark   clouds    on  the   horizon.    He  has  let  it  be  known   that  he'd  like  to  sit  down    to discuss   the   Players'   Union   representative   Gene   Upshaw   the   NFL's    present   drug  and   steroid   policy   that  is  in  place.   Under  the  present     CBA   ( collective  bargaining  agreement )   it  is  not  up  for   discussion    until   the  end  of  the     07-08 season   when  any   discussion or  renewal  will  take  place . 

It   would   appear  that    Goodell   believes  it  to  be  in  the  best  interests  of  the  league   to    stiffen    the  penalties   meted  out    for     transgressions   of  the  steroid  policies  in  place   as  well    as   testing    for     growth    hormones   and  other   illecit  substances  that   weren't   part  of  the   last    CBA.      Whether  or    not    the    players'   union   will  accede    to  Goodell's     wishes   remain  to  be  seen  as  this  was  brought  up    only  recently  .     No   word   has  been  forthcoming     from   Gene   Upshaw   the   NFLPA   senior   representative  on  what    his  thoughts  are  on  Goodell's      wishes  .      But  it  has  to  be  noted  that  the  last   round    of   agreements   between   the   Union   and     the   NFL   were  harshly  fought  over     with  regard    to  the  policy  that  was  put  in  place.    Any  changes   that   Goodell    might  be seeking   would  not  be  immediate  as  he's  seeking  an   upheaval  of  the   previous  agreement   with   stringent  ,effective    policies  and   procedures   being  put  in  place. 

Whether   or  not   Upshaw   and   his  members   would   be  in  agreement   to  this   remains  to     be  seen     but    for  the    moment     both  sides   are  prepared  to   open   discussion   in   a  civil     manner   and   not  create  an  impasse    on    the   subject.   The  likelihood  being    is  that  the  union  will   not  be  in   too  much    of  a  rush  to  change  things    fro   the  way  they    are   to  the   proposed    changes    that   are   being   sought   by  the  League.

One   would   suspect   that    Upshaw    has  his  own  reasons   for  letting  things  remain   as  they   are     in  order    to    force  the   League    in  their  next    round  of  negotiations    to   accede    to  their   requests  for  a  larger   slice  of  the  pie   in  terms  of  revenue   and  then  would   accede    to   the  League's   request  for   more   rigid   testing.    We  all  know  the    technology   is  there  now  to  test  for  certain  substances  as  well   as  certain  types   of     growth    hormones      but  because  there's   not   yet   a  universally    recognized  standard     for  testing .   There's  bound  to  be  a  great   deal  of  rhetoric  that'll   come  from  both  sides   concerning  the   matter  so  for  now   it'll   be  about  each  party   taking  a    stance     without     agreeing   upon  anything     positive.
