I wrote earlier today that Brandon Jennings hasn't qualified and needs to re-take the ACT in order to be cleared by the NCAA.
This is not uncommon at all.
Plenty of kids make a significant jump - especially at a place like Oak Hill Academy or a prep school.
Many times it can be traced to the fact that they aren't prepared the first time they take the test - and then they go somewhere that they get a prep course and also get away from the distractions and focus on just academics and basketball.
That's why in many cases it's not suggested that players take an early shot at the ACT or SAT. Because if they do make a significant jump, the NCAA often red-flags it and makes them take it again.
