How do I publish my league?

You can't do that this year.  If you create a league it can only be private so you have to have an even number of owners.  Doesn't have to be 12.  Your only real option after getting everyone you want signed up is to post on message boards looking for team owners.

Hey I'm trying to publish my league, but i can't seem to figure out how.  I'm in commissioner tools now and can't find it.
