It's a completely free sports betting site. You start at 10 cents and try to work your way up the ladder.... When you get to ten bucks you can cash out.

This is legal because cash outs are based on your betting stats... Not everyone gets to cash out as they only pay out 90% of what they receive in ad revenue.
