Since it is apparent that there will never be a playoff, the only fair thing to do would be to require teams to have a stronger nonconference schedule. My plan would have one week completely empty for all schools. For example when making the schedule for year 2007 no school is permitted to schedule a game on saturday oct 6.(I realize the schedule is made years in advance this is just an example). The teams that play in the bowl games in 2006 would play again on 10/6/07 and the host would be the winner of the bowl. This would be the 12th game. Any nonbowl teams would have a bye and be aloud to play 11 games.
