I agree with the Filipino on the meaning. But on the shirt, I think it would have to have something else like "Flat Out (Insert Team Mascot)" e.g. "Flat Out Aggie"

What does the phrase "Flat Out" mean to you in the context of MLB Baseball and other sports? Where have you heard it used? What does it make you think of? Would you wear a T-shirt or some other clothing with this phrase printed on it?

Flat out means blatant, obvious, "duh!"
I hear it used whenever someone is really serious about something or proving their point.
