NASCAR to New York: Who loses a race?

This article, regarding the proposal to build a track on Staton Island in New York, was from Nov 2006. Though old news, I was curious if the track is built who and what would race there. If its a Cup race, who would lose their present race?

ISC values the total project at $700 million. That includes about $358 million for thousands of construction jobs, Printup said. Three race weekends per year, the maximum allowed under the present proposal, would attract 82,500 fans per day, for a total of around three-quarters of a million visits.
